Tom Helpings, a state government worker, runs afoul of a vengeful newspaper columnist.  The columnist creates such a bad reputation for him that Tom's employer decides they want to can him.  But there's just one problem – it's nearly impossible to fire a government worker!  Therefore, Tom's boss, the bungling Chester Dougal, is tasked with one mission: to make Tom want to quit by any means possible.

This all comes at a bad time in Tom's life: Tom lives through a horrific period of humanity known as "The Great Chocolate Shortage Crisis," where a Chocolate Burglar steals everyone's chocolate.  Worse, Tom's landlord is as intrusive as they come.  And the neighbors – not too nice!
