After a lethal attack on their office building, Jack Riley and Shirley Goldfar are among the few survivors. After being questioned by the FBI, Riley takes Goldfar home only to find her apartment was ransacked by the attackers. Riley calls the FBI agent who questioned him and was told he would meet them at Riley's apartment and then get Goldfar into a safe house. Later when Riley gets there he finds the agent dead. Soon after Riley and Goldfar are sought for questioning about the agent's death and then they are chased by religious militants. Not knowing who to trust they flee to a cabin in the woods that Riley owns with his best friend Mike O'Shea from Special Forces who is now a CIA agent.
With the help of O'Shea and friends. Riley goes undercover to find out who was responsible for the attack on his office as well as attacks on Jewish synagogues, the murder of a state senator and his secretary and the murder and major heist of weapons from a Michigan National Guard Armory.
All leads point to a militant religious group at their compound in Northern Michigan called Sanctuary.
Riley infiltrates the religious group and finds out a lot more than he ever expected. He discovers there is an FBI agent in their Detroit office that is aiding the militants. A Chinese arms dealer is furnishing weapons and training to militias in Michigan and surrounding states. He also discovers an undercover female Mossad agent that has infiltrated Sanctuary and is monitoring the religious groups activities and looking for an Islamic terrorist. The most startling discovery was of an enemy from his days in Special Forces, an Islamic terrorist who is in this country posing as the security head of the religious group. His real purpose is to prepare for a jihad in the US.
