To our knowledge, this is the first publication of its kind. It is designed as a research tool for lawyers responding to weapons of mass destruction accidents or incidents of terrorism.
The purpose of this Deskbook is to identify legal authorities available to Executive Branch Departments and Agencies responding to a WMD event involving terrorism or an accident. The Deskbook consists of five major sections and appendices:

Organized for easy reference, each Section is prefaced by a table of contents and contains an opening table of seminal authorities and other references. The opening tables are intended to provide a snapshot of the legal authorities and other references applicable to the subject matter being addressed.
Nine cabinet-level Departments, numerous Federal agencies, and 121 Federal employees, who met for the last two years, have contributed to the publication of this Deskbook.
