Higher Education Policy in India is fraught with several dichotomies. The incongruities in the policies of the colonial and native Indian Rulers were always there. They came out on the surface after Independence. It seems the Reform Agenda of the Successive Governments have not been able to solve some of these contradictions. In fact, the dichotomies in certain areas like quality, equity, good teaching, financing, social relevance, empowerment, etc., have remained unresolved. The state and the private players need to understand the existing problems and dichotomies in higher education. The deconstruction of the dichotomies appears to be possible through Public accountability in the form of performance indicators.
